Mr. Mike Rufo – Senior Vice President

Mike has over 15 years of experience in all aspects of energy-efficiency, demand response, and DSM consulting. He is a recognized authority and highly-regarded national expert in several areas, including estimation of DSM potential, program best practices, market assessment, and evaluation. Clients know Mike as an effective senior manager of high-profile studies in challenging, multi-stakeholder environments.

Mike has developed comprehensive market analyses for market sectors including commercial and industrial lighting markets in the Pacific Northwest, commercial lighting and HVAC markets in California, industrial supply-side markets in Wisconsin, and national markets for ESCO-related services. His program evaluation experience ranges from standard performance contracting, to residential lighting, to demand response. Mike strives to comprehensively integrate his knowledge of technologies and practices, customer behavior, and program theory, to produce rigorous results that improve programs and increase the value of evaluation products.

Mike managed and conducted QC’s well-regarded Best Practices study. To date, this project is the industry’s most comprehensive benchmarking study of energy efficiency programs across the nation (see www.eebestpractices.com ). The information from the study provides an important resource that can be used to assess program planning, design, and operational assumptions.

Mike is also known for his work estimating energy-efficiency potential and modeling customer adoption. He has conducted numerous potential studies around the country.

Mike has published widely. He has an M.A. in Technology and Human Affairs, from Washington University, St. Louis, and a B.A in Environmental Studies and Planning (Energy Management and Design focus) from Sonoma State University.
